OK, how does this happen? Is it photo shopped?

might be. Great photo still even if . Could be the sun coming in the clouds or symbolic of the rainbow serpent coming in the clouds . Peacock angel theology symmetry combined with all the other religions rapped up into one. Coming in the clouds with Great Glory comes to my mind . Or it could be similar to a witches ring around the moon caused by ice crystals in the atmosphere

Might be an overexposure that makes the colors enhanced.

that could be it easily . Catching all the spectrum of light by the overexposure

    edit:
Well Ice crystals seem to be answer after all . She girl is so good at illustrating . I only know of one as worthy , Happy Thoth

I've never seen one. Are they usually in one section of the world or can they happen anywhere? Certain time of day or year?

They can happen anywhere, I've seen them myself, but the conditions required for them to occur are uncommon.

I've seen a rainbow in the morning once, in the Western sky. Rare.

It's NOT a rare phenomenon . . . common out here in the wilds of the US southwest (e.g., New Mexico) . . . these are called "Sun Dogs" . . . or, "Ojos de Dios" by american indian cultures . . . and are related to frozen moisture particulates in high-altitude clouds.

    Sun dogs aren't rainbow clouds.
