Polarize vacuum

    Good day.

    Consider the following situation:

    Ceramic material is melted in a metal container.
    The container connects to a very high voltage of about 1e9-V and allowed to cool slowly.

    Material will be over the surface electrical voltage 1e-9 V.

    How to change the vacuum when there plunge material?
