A friend of mine said that there is a country in Europe that has no gun control policy and the government gives out guns to every civilian...anybody know a European country that does that?

He's probably thinking of Switzerland, which has some sort of national guard/militia policy and requires most (if not all) of its adult male citizens to keep and train with an automatic rifle and/or semi-automatic pistol.

but that is not quite the same as 'giving out guns'. They are probably trained and subject to some kind of regulation.

I know it's not the same. I just said that's probably the country he's (or she's) thinking of.
