Moving isn't cheap. Most of those people are already dirt poor as it is. I wonder the same thing about some areas in Florida, where stuff like this happens every year. Of course I also think that about people who live in the great plains where tornadoes destroy towns. I think why would anyone want to live there. But then people ask me the same thing with California's earthquakes and devastating forest fires, so I guess I'm just as retarded.
I think the difference is New Orleans is below sea level...it's a city that shouldn't exist. Florida builds above sea level.
I always wished I could afford to have a very nice 2 week vacation in New Orleans but to live there, no way. I knew better at 10 yo or less. It is below sea level & surrounded by water. It's a recipe for disaster. Hurricanes are usually worse than tornados. Hurricanes spawn tornados. I wouldn't spend much time in California either. Or Florida. Or Pompei. Or Krakatua.
