That would be correct if the rules didn't change or weren't arbitrary/inconsistent - is the US a nude beach where the headscarf is not permitted? Are amusement parks? In both cases the answer is dependent on whom you ask. There have been actual accidents in amusement parks where jackets have got caught under the seat. So do amusement parks allow jackets on all rides, knowing that there have been accidents due to jackets?
You presume that people are robots, implementing exactly the same rules in all cases. Perhaps they should. Did anyone die from having a jacket caught under the seat? What's the potential for harm? +1
How about we make a tradeoff in the name of true equality? Muslims should be allowed to wear whatever religious garbs they please on rides, as long as it doesn't pose a demonstrable physical danger to other riders, and if something awful and unexpected happens and they get strangled on their 200mph Superman adventure, so be it. Likewise, women in bikinis should be openly welcomed into mosques as completely equal participants, and their inalienable right as equal human beings to run for top clerical positions should not be in dispute either. The men can close their eyes and look away if they want, and if the women receive accidental injuries due to her bikinis, it's their own fault. Fair is fair, yes?

But the rules had been in place for years and they weren't arbitrary. NO HEADGEAR was allowed on certain rides. That rule has been in place for years and if the Muslim women wanted to challenge it, and claim that their headgear should be exempt from the rule, then the time and place wasn't as they were trying to get on the ride. The Attendant at the ride certainly didn't have the authority to suspend the rule and since it was not a simple issue there was also nothing the Park officials could do that day but what they did do, offer refunds. Making a big fuss about it, to people who lacked authority to change the rule and getting arrested for doing so was their own fault however. Arthur

They are arbitrary if only one amusement park enforces them against the Hijab - also on the last day of Ramadan. Has the same park turned anyone away for wearing a hijab before? Or is there a reason Muslims should not frequent this park?

Should they say caps can't be worn, but scarves can. Well, scarves can but only if they are firmly on the head. And we will tug on each one to make sure it is firmly affixed
