Managerial responsibility.

    Managerial responsibility.
    I have long held the opinion that it is a managers job to understand the strengths and weaknesses of each and every person under his/her control such that their abilities may be optimized for the purpose of the organization. Unfortunately this seems to rarely be the case. So too with governments, is it not their job to optimize the abilities and talents of the members of the polity? ,,, again, sadly this does not seem to be what actually happens. Perhaps, we should all rethink the role of government and seek to have one that strives to help our country excell.
    Should government be primarily a service organization assuring to the health, education, and well being of it's citizens?
