    Uploading to the Brain.

I am pretty sure brain waves can be read through the skull. But can information be inputted into the brain through the skull. For example, into the the occipital lobe in order to alter what is seen? I am talking in theory.

Brain waves can be read through the skull. It is done all the time in EEG tests. Is this what you are getting to, or mind reading, or what?

Changing the synaptic firing probably is not possible without actually touching it. I know it has been done with electrodes trouching the brain.

Also you'd have to know precisely which neurons you wanted to stimulate. Since no two brains are alike, you wouldn't be able to input anything useful (assuming, of course, that it actually could be done).
