    No shit... ensuring that people on wellfare will receive that money even if they do find some work will obviously serve as an incentive for them to find work! Conversely, most current systems (such as we use in the US), provide incentive NOT to find work, since doing so will result in a cut (if not total loss of) wellfare benefits... often for a job that doesn't even pay as much as you made via the benefits!
