Yes, but not everyone who raises/breeds dogs is running a puppy mill. Just like not every place that raises animals for fur is skinning them alive.
I think the dog looks cute in the jacket. I can't beleive how some people treat their pets so lavishly though. If a small pet needs a jacket, I prefer it be made out of something fake.
