Do all atoms that have a full octet and contain only single bonds have tetrahedral electron domain geometry? Also do all atoms of this type undergo sp3 hybridisation or are there exceptions to that?

An electron bonding domain can be a single, double, or triple bond. A tetrahedral for instance, of CH4 is a geometry related phenomenon. And yes, sp3 hybridisation, are a molecule, where sp hybridisation relates to linear geometry.
