    Just curious, but is there also a permeability value involved or is that related to the magnetic force?

    There is a small difference in the permittivity air and vacuum but that has nothing to do with it being on the moon or earth.

    H2O is a polar molecule (both positrons are on same side, 105 degree apart, viewed from the O).

    I have several times explained that with the H side + and the O side - there is a natural polimerization when the temperature is low. I.e. water below ~10C has some short chains of (++HH O--) units like:
    (++HH O--)(++HH O--)(++HH O--)(++HH O--) so this molecular unit of water is really 4H2O.

    As the temperature drops be low 4C there are many different length polimer chains, nH2O where n is set of small integers. When these short pieces of "cooked spaghetti" are all jumbled together, there are voids formed between them. The vold volume increases as the average n increases and it does as the temperature drops. Thus as water cools below 4C it expands and ice floats.

    The dielectric constant of 0C water is about 90. I.e. the electric field inside the water between condenser plate with 100V across them is up to 90 times less intense than with vacuum between them, because all the ploarized chain line up with the field, but as the temperature increases, the chains grow shorter and thermal energy keeps knocking them out of alignment, so the field between the plates (still with 100V applied) increases (or the dielectric "constant" decreases as seen in the above graph.

    Electric forces also can be used in the x ray machine opertaing systems even all other atomic project have very important role for such forces even the therapy which is given to the patients in cancer such forces are very important in this regard properly.
