There are many recopies available on Internet to make bio-plastic with starch, vinegar, glycerin and water. You can search any such method.

But I want to dry the resulting plastic just in about an hour. Which thing I have to add or any method I should have to make dry it as soon as possible.

Things that will help a bit: Larger surface area, increased air temperature, and dry air with circulation.

Additives maynot be much help in this case, as they may interrupt or modify the reactions.
