Hey guys can you recommend me a low-priced digital camcorder, so that i can film and then go and attach it to the computer (USB)

and start editing in Adobe Preimere

I was thinking of this one:
Sony DCR-TRV250 Digital 8 Handycam Camcorder with USB streaming.

    for 399.99

Can someone explain to me how to edit videos with Adobe Premiere and recording them to a video cassette?

Since you're a beginnier stay away from Adobe premiere and start off with something simpler. There are many low end, user friendly video editing programs out there.

After you have edited your videos record them back into your camera and then hook up your camera to the VCR and record it on to a tape. Make sure you use Hi-8 tapes...i think those are the best quality for digital cameras..(somebody correct me) .

    Good luck
