The title you have given this thread is not supported by the article you cite. It is a metastudy (a study of other studies) and simply shows a decline in sperm count without any attempt to establish what factors are associated with it, or what effect it has on birthrate in practice. Decline in sperm count in industrialised societies has been known for a long time. There has been speculation about endocrine disruptors in the environment, though to my knowledge nobody has yet identified a positive link. I note the article also speculates about obesity. I do not think we can draw many conclusions from this, except that, as they say, it does suggest that further research on what the causes may be seems worthwhile. I would like to see a study in Japan. There, we have another long-industrialised society, exposed to most of the same environmental chemicals, but with different diet and culture. I suspect that might tell us a lot.
