Chemicals relating to life is only a small part of the requirements.
The lunar environment seems to have been harsh for life from the beginning.
Once estabalished, life seems to be able to adapt to extrmeme enviroments, but there is no evidence that it develops in harsh environments.

There is a lot of material in the Internet about Aliens mining on the dark side of the Moon. Any one checked that out including NASA's tapes or pictures or everything is bogus?

I've seen close-ups and blurred NASA images of bridges, roads and mining machines camouflaged on this side of the moon facing us also. Not just the dark side.
Someone does appear to be mining the moon and they aren't that worried about hiding it anymore, but that doesn't mean they're "Aliens". Why?

Why would the so-called "victorious" allies of WWII feel it necessary to launch an military expedition to Antarctica in 1946 if the war was really over?
It is true that WWII offically ended in 1945, just not perhaps for the reasons we were told. To the world the allies appeared the victors.
The atomic bombing of Japan definitely made a convincing show of force and a believable end to the war.
The U.S. war with Japan was based entirely on a deception of the American public to get them into the war from the beginning, so why not also to fabricate an ending.
The public was being manipulated by the media every step of the way through propaganda as part of the war effort. That much is fact.
From Roosevelt's intentional provocation of the Japanese to the Antarctic "expedition" in 1946, only now after 70 years is some of the truth coming to light.

The U.S. and the Soviet Union used every available asset and joined forces in a race to get there in less than ten years.
Perhaps it was not the exercise of vanity and competition we were led to believe. But like Antarctica in '46, both excursions ended with similar results.
We scaled down our space programs to some low earth orbit shuttles, a few space stations and never went back. What really happened, and who is there?
With enough peices of the picture in their proper places, you can start to make an educated guess.
My guess would be...It's possibly being used as a staging area.
If we were so far behind technologically in '46 when we came back from Antarctica with our collective tails between our legs, and we found the same thing again in '69 on the moon...
Imagine how wide that gap is today. I don't believe they're aliens, but with advancements so far ahead of ours, the plan may be for it to look that way.

They both hinted at knowing something about this like it was a future planned event.
In my opinion it may not be an "intrusion" so much that's planned, but more of an "intervention".

So let me make sure I understand your theory. The Space Race (started in the 1950's) was a US-USSR joint effort to defend against a common alien threat, and it caused us to forget "all the little local differences" we had with the USSR? I think a review of the history of the Cold War is in order.
Alien?...No. If you look at what I said closely, I stated I believe it is not actually an alien threat.
The future event "hinted" at by Reagan and Gorbachev would appear as an alien intrusion or intervention.
Who were "the real victors?"
This weekend I worked at the drop zone. I made 8 jumps videoing a 4-way team. I used a parachute that weighs about 5 pounds made of nylon and aramid fiber. In 1950 that would have weighed 40. The system contains an automatic activation device that has a microprocessor in it to deploy my reserve in case I can't or don't. It is way more accurate than anything available in the 1950's. On my head was a video camera that weighs 4 ounces and can record 4 hours of HD video onto a card the size of my thumbnail - and whose picture quality, light sensitivity and optics are far, far beyond anything available in the 50's.
On the ground I used my phone to check email a few times. That phone weighs a few ounces and has several orders of magnitude more processing power than anything available in the 50's. With it I can access a network that can get me live pictures of a town square in Russia or live images from the Space Station.
Then I got in my car to drive home, which is a vehicle propelled partly by electricity. It's big and gets 50 mpg. The car has two satellite receivers - one for GPS, one for satellite radio.
In the meantime there's a rover that's rolling around on Mars taking pictures, and we have half a dozen robotic spacecraft exploring the Solar System and beyond, using ion engines that run for years to rendezvous with asteroids, comets and moons.
I don't think technology has been "slowed down."
