You're right about that - it is a cultural thing. Most Indian cultures find the state of nudeness to be regular, and don't disparage this fact between children and adults.

If you ask me, the parents of these "child beauty pageants" are idiots, and are exploiting the sexual nature of their undeveloped children nationwide for the prospect of fame and fortune.

 

I don't see ANY of those pictures as sexy.
