This is a longstanding policy. When the Open Government forum was first started, members were allowed to call for the banning of other members, provided they could make a persuasive argument for that to occur. We quickly found that the thread was flooded with calls for bans that were based solely on personal antagonisms and pet hatreds and conflicts of opinion rather than on legitimate breaches of the posting guidelines. Therefore, the moderators/admins took the decision that public calls by members to ban other members would not be allowed. If you think somebody deserves to be banned, the appropriate course is to PM one of the administrators. You should include details of your complaint and links to supporting evidence. The admins will look into your complaint and take action if they see fit.
