is their any way we can start a policy that if you aren't around for a certain amount of time you lose your position at a mod or admin and be replaced with someone who will I don't know be available? looking at the names certain of the admins I don't think I have ever seen logged in nor seen any evidence of an action taken by them.

It could be Please Register or Log in to view the hidden image! Or it could be that someone's priorities in life have changed, or that the moderator just doesn't moderate. I know I was frustrated in the past when I've Cessed BS treads in Physics and Math, only to have the original poster repost the same thing in Astronomy, Exobio, and Cosmology (before DH) or General Science and Technology. Either way, I think it is a good policy for all moderators to check in occasionally (i.e. weekly, or so).
If they are doing it for free, then its probably not a priority. People haves lives outside the internet.
Months....thats not very long. Like I said, if you are not paid to do it then its easy to go awol every now and again.
But they don't.. lol For example Invert Nexus. This was his last post (posted 06-15-09, 04:38 PM): I don't blame him, life is life. He doesn't have enough time to moderate adequately. And that's why they put a new mod in place (alongside him) in Free Thoughts.
Well on more busy forums theres usually more than one moderator so the absence of one can easily be covered by the presence of others and vice versa.
