I've recently written a simple paper on filtering greenhouse gas emissions. As I understand it, CO2 is the main problem, but it can be easily filtered. Mix the emission with steam at a high temperature, cool the mixture, separate the junk from the water with a filter and voila we have a co2 filter. For a more in depth explanation read this paper I put on vixra,

So how would you make hot steam? Burning something to heat the water that makes more CO2?

Here is an excellent CO2 filter:

    1. The main issue that I see, first of all, is that a protocol is unnecessary.

    2. Secondly, you are forgetting division of labor.

By forgetting division of labor, you would be requiring EVERY emitter of CO2 to follow your protocol. Blanket regulations do not work in a competitive industry.

    A manufacturer can produce these:

And sell them to a CO2 emitter cheaper than the producer can boil water and retrofit your water capture system.

    3. Also:

This cuts out the boiling of water.

    4. I cant post links until I have 15 posts.... Anyways, the third point you can research by Googling: Carbon Filtering Algae

At least you didn't spend too much time writing your paper!!
