3d graphic files

    What exactly is a 3d graphic file (used in web pages)? Does it contain all the information so you can rotate it and view it at any angle or is it simply a movie created to give the impression of 3d? I've never done any "3d" drawings in photoshop or any other software except CAD. I'm very familiar with 3d CAD and I'm wondering if it's possible to translate 3d Cad drawings (such as "IGES" format) into a 3d gif format.
