The Open Circle Fleet is a military force unlike the Starfleet. Atleast the Republic is smart enough to get a Grand Army of the Republic to defend itself. The Starfleet is a not even an standard military. If the Dominions are foolish enough to attack the Grand Army of the Republic and the Seperatist Droid Army, the Dominions will regret that ( worse if it is the Imperial Navy ).

StarFleet is a military fleet... are you daft?

STARFLEET is the Military Branch of the United Federation of Planets, namely the NAVAL branch.

There are Ground forces as well (Elite Force books detail them more than any Star Trek episode, but they are mentioned a few times) and they work in cooperations with the StarFleet
