Taking the old USSR as an example, it is the government's abuse of people that leads to excessive drinking.

Do you have any studies or statistics to back up the little assertion?

I'd also like to know what government would "abuse" its people? Governments are wonderful organizations that act only in the best interest of all of the people. How could anyone claim that a government would stoop to such horrid acts as abusing its people?

Maybe it is people's abuse of alcohol that leads to abuse by the government. After all, those government officials can't be very nice when they are hungover!

All they have to do is raise the price of alcohol. In the U.S they did that with cigarettes.
