Except that "Tier 2/ 3/ etc." are NOT aircraft designators but programme (level of operational utility) designators - each level may have more than one aircraft capable of fulfilling that duty. It's an attempt to throw people off the scent of a cock-up on the part of the pro-conspiracy theorists, or pure obfuscation.

I agree: I have it in for anyone trying foist specious bullshit onto people.
