Sacrifice? HELP.

    I am looking for a quote in the Bible I remember but cannot find, to do with God giving the Israelites animal sacrifice, because they were weak and if God didnt then they would definitely stray and start sacrificing to other gods or something like that......?

    Does anyone have any clues, have been scanning through but can't seem to find it?
