What don't you comprehend that Omar fought as a guerilla with the Harakat-i Inqilab-i Islami, He was not a leader, and the Taliban didn't exist.
Yes, 5 years later, Omar the Guerilla became, Omar of the Taliban, and by that time, the U.S. was no longer supplying any arms to Afghanistan, the war was over in 1989, no need to supply the Muhajideen, the Russian's packed up their toys and went HOME, what don't you understand about that?

Him and all the other Taliban. Received money arms and training. Did the arms disappear when the US left? All $2 billion of it?
Even their madrassah training was carried out under the exegesis of Pakistan's ISI with USD. For those five years when the US abandoned the economy and society, they were funding Pakistan but not assisting the Afghanis. Its why the society went to pieces.
