Try Saudi Arabia, the stamping of a form there can involve 3 small cups of coffee, 1 prayer break, and seemingly endless musing and consideration, accompanied by chin stroking and leaning back on chairs. In addition there are interruptions from people who are greeted like lost brothers back from perilous voyages. (Postmen?) If you are out in an hour, you are doing well. There is a saying there that rushing is doing the devil's work. They must be the holiest nation on earth.
