It's a property. Has to due in this case, ironically, with absorption. But, since light technically is not matter, it becomes luminescent. This is not due to scattering, but rather excited states. Not well understood, but a lot of substances display this behavior. An interesting activity is to apply charge, in certain variances, and you can make the light dance.
