The Dune universe was fairly impressive - but I still find it vaguely annoying, the idea that in a distant future of pan-galactic civilization based on unimaginable technology and cultural progress, government will revert to hereditary monarchy and aristocracies. (Still less to military dictatorship.) This is a major step backward, not forward!
The Federation in Star Trek is, by Gene Roddenberry's design, an enlightened democracy, and is reassuringly the dominant power in our corner of the Galaxy. Even the Galactic Republic, as portrayed in Star Wars episodes I & II, seemed like a fair and egalitarian system for collectively governing so many different member societies - however decayed and imperfect it had become.
Some of the various authors who foresee a slide back into absolute oligarchies as the future of humanity, regardless of scientific advance and interstellar expansion, must have developed a plausible reason - beyond the mere dramatic storytelling potential of feuding cosmic nobility and royal intigues on a galactic scale!
Perhaps Frank Herbert and others imagined that, if the human race dispersed across thousands of worlds and became ever more culturally diverse, we would discover a need for powerful public figures and heredities - ultimately, a single Emporer - in order to maintain our sense of identity as a species?
