No, these people posed in unheated rooms and didn't feel the cultural urge to fondle their parts to enlarge them to give the impression that they are always large.
Greeks were confident men back then. They kicked ass. They didn't need to portray that they could kick ass.

Alright, now that I inspect that picture closer, I suppose there is some hair there. Hrm. Looks like some trimming takes place. Or maybe ball hair is just hard to sculpt.

Maybe it wasn't as sexy to them as it is to us. Maybe the torso was the most desirable aspect.

They certainly have a good set of balls. Maybe posing for a scupltor was difficult and caused shrinkage?
The nude models that pose for art classes here have bigger penises, and the art studio is drafty (and was unheated at the time). Nor did I see them fondling anything, and they had to pose for several hours. In front of a bunch of judgemental eyes.
Perhaps the self selection of who doesn't mind whipping it out leads to bigger than average penises in art classes and we should discount that anecdote entirely.
