that was fist of legend, where chen zen is fighting for the martial arts school in jing woo. i love that movie.
its hard to tell if special effects are used at each part of the scene etc, but that is not an inhuman speed i have seen alot faster and am as fast as that myself. the music adds to the effect of the fast paced fight scene, you should go see a shaolin monk demonstration,

i believe he is as fast as that, and could be faster if he was going for all out speed and less choriographed timing and finesse.

Anyway, yes. This doesn't seem to be doctored speed.

As it's fully choreographed it is not unreasonable to look that fast.
And Jet Li IS a master of kata / forms.
If it wasn't as choreographed, though, I think it would be slower - not least 'cos there would be far more damaging impacts.
Just look at how fast a boxer looks in practice against a bag compared to in a real fight.
As for the karate bo clip - that's very different in that the bo makes the movements appear much faster: if you look at the guy's foot speed it really isn't that quick. The bo moves quickly but hell, a cheerleader can make a baton twirl quickly!
Jet Li's speed is in the full range of his motions - the ability to go from one extended position into another - and make it look "snappy" / sharp / crisp etc. Not an easy thing to achieve, even for good fighters - which is where Jet Li's expertise in forms comes into its own.

I've seen much faster Jackie Chan fight scenes. Legend of the Drunken Master comes to mind.
