OOC: I think at the least we need 50%-60% of military personnel to evacuate. That way we can retool and refit them to fight a Guerrilla war. I especially want your agents to stay off the frontline as much as possible, they are some of the best warfare specialists and if we have any hopes of winning our soldiers will need to know how to conduct a war where agility and speed are our weapons, and your super soldiers exploit that to it's fullest. They will be our most precious resource, without them, we would be doomed.

Out of Game: ESSCPA aren't conventional fighters, so I will keep them off the front, I won't waste expertise. Also I understand, "Use the ordinary to engage and the extraordinary to win,"-Sun Tzu. Wiley's shadow warriors are good from front line battles though.
