Its the only thoughtout and logical answer i could could come up within the last 5 mins, of course they are shrink wrapping people already.
"wait a minute, why do cigarettes come wrapped in plastic when they are already in a box anyway?" Sanitary reasons. It's to ensure that whoever handled/shipped the cigarettes never touched them, leaving germs which you would suck on. A box can be opened and closed rather easily, leaving room for one to leave their germs. Or to inject chemicals, if one were so inclined. Most of these kind of questions have perfectly logical answers. It's just a matter of thinking beyond a 2nd grade level.
