The verse doesn't actually say which way "the man" was going nor does it say for sure how many, if any, of his wives were with him. It's possible, for example, that the man was sitting by the side of the road and he told the narrator about his rather unusual family. The best answer we can give is that "at least one" was going to St. Ives.

Good Point.
There may have been as few as one person the poet met on the road to St Ives.
The man had seven wives, but they may not have been with him.
In fact, they probably weren't.
Who would bring all those wives, sacks and cats etc on a journey?
