That's really dependent on who your ISP is for the most part.
Some routers you can just turn off and back on and you'll be allocated a new dynamic IP, others you'd require altering your MAC address to generate an expedient way of altering it. Otherwise you'll be stuck with the IP you've got, which will mean more nefarious methods of obfuscating your connection which I'm not going to go into detail on.

I have only ever needed to change my ip one time due to someone hacking my system. Your isp will likely tell you how long your ip lease is. In my case it is 48 hours. So how it works is, the isp assigns me an ip. after 48 hours their system checks to see if I am online. If I am, they renew the existing ip address. If I am not the lease is ended and a new ip will be assigned the next time I connect to their servers. To be offline your modem and router have to be disconnected from the incoming internet cabling. Just turning your computer off or closing a browser will not do it.
So in my case I disconnected my router and waited. The longest I would have had to wait was 48 hours but luckly the check for renewing my ip happened soon after I disconnected so I was only offline for about 9 hours, while I was at work.
I'm sure there are more intricate ways of doing things as stryder said but that should help. But be advised, if you are changing an ip to get around a ban on any website, they can figure that out and get your isp to cancel your service.

I think your looking for spoofing.
Not a legal or a nice thing to do to anybody.

That's where altering your MAC address can help, although some cable firms use to be quite strict limiting how many MAC addresses could actually connect via one connection. (I use to alternate between two MAC's when using a line that had a long lease period. Usually only when attacks had been attempted aimed at my endpoint)

That in my opinion is likely the only legitimate reason to want to change one's own IP. I am studying IT in school right now but didn't do well in the networking and security classes. I don't know if it was me or the teaching method but I simply could not keep it all organized. I will have to restudy the security side of that but worrying about macs and ips isn't something i have had to do in just building websites......yet. but I am still a student. Maybe it will come up in more advanced classes.
