A stationary bike is perfectly safe and does not ruin your knees. Outdoors I've done a few thousand miles in 10 years. A few close calls.

its more an issue of cadence (or how fast you peddle ... which is usually determined by the gear you are in)
Generally its recommended that you keep on about 70-90 rpm's on the flats (since having a low cadence usually means you are putting unnecessary strain on your knees)
If you are cycling too much your body will be the first one to let you know. Having a properly fitted and sized bike makes all the difference. Drop or butterfly handle bars are good since the wrists appreciate having several different positions to shift between

I like to jog in the mornings and cycle in the evenings after dinner. I've tried cycling in the mornings. I'm not sure why, but I it's the habit I've fallen into.

A fitness bicycle is completely safe and does not damage your legs. Outside I've done a few million kilometers in 10 years. A few near misses.
