AIDS is scary with respect to an individual, but could be advantageous to the human race in terms of controlling population. If you accept the Gaia hypothesis, that the earth is a self-regulating system, and humans are an imbalance, then diseases can be seen as a balancing mechanism. Also, the more people die of AIDS, the more likely that subsequent people will be immune.

would it not be fair to allocate 20 to 30 % of G.D.P toward this in a country that has such an infection rate

WE know of all the death from starvation and poor medical facilities in parts of the world. As a community we have the power to rectify this problem and yet as a community we see, reluctant to do anything fully.

It's a strange thing we are when we can let a person starve on our doorstep and yet espouse high ideals.

This is not a criticism but just an observation made by many.

the other has earned enough to not have to wrk another day and finacialy support several large family for life and has also put several hundred people out of work on the same day to earn that money that they do not share

The way to make the world safe from humans is to make all the humans rich. The US birth rate hasn't quite fallen below 2 children per family I don't think, but it's getting there; USA already needs immigration to keep its population from shrinking.
