No, not all. But a vast majority, a big enough majority to warrant affirmitive action. What's "fake" is the claim that it happens all the time. It is in fact quite rare. They do it to improve their "image", the government does not require racial quotas. And Financial Aid has nothing to do with being accepted into a college. Affirmitive Action affects a minorites chances of being accepted into a college, financial aid helps the minority (and everyone else) pay for college. They are not related.

That's hardly a race thing - learning a language is more difficult after a certain age (impossible to learn properly, according to some theories, but either way most people just don't put in the effort.) That holds for non-English speaking Europeans too.
