    Looking at what you are after there the newsgroup is called:

    uk.legal

    (Btw, Newsgroups [and bulletin boards] were actually the first "Share network")

    You can either access newsgroups from your ISP (Check if your ISP covers newsgroups with your email or not) Otherwise there are places on the internet you can purchase newsgroup access at a monthly rate or lastly there is always the option of using GOOGLE since it has a system rigged for posting to newsgroups.
