Many sci fi films have delved into this topic, to only allow children to couples who are licensed to do so.

In China some parallels can be drawn with their restricted procreation laws.

In some ways I tend to think that parenting should be in some ways taught prior to having children and maybe licensing in some way may facilitate this, however is this going to far?

    Care to discuss?

Through this process we can eliminate numerous unfavorable defects. The amounts of things we can rid this society of is mind boggeling. No more STDS, children being grown with certified parents who would give them the heathiest living style through possible. Crime could potentially be avoided if the right parents are picked. The possibilities are endless and as long as the ones who certifie the parents don't go wrong I don't see how this process can either.

BTW - Violation of Human Rights? In the end which society contains more human rights violations? A society with Crimes, Drugs, STDS, War and Racism ....or Utopia?

You people and your stupid Utopias..

You only live life once and yet you want to make it better for future generations.. and they too will do the same for future generations..

.. in the end damage is done.

Ridding the world of such dangerous elements isn't a very hard thing to do if you take QQ's method. Having a child? How is this waste of someones life? Its simply refraining those who aren't fit to have a child that will lead to a better generation. Heh, if having sex is a chore lets practice abstinence so there will be no more future generations.

Just an answer to a Human Rights Violation, I can see you'd rather live in a world of hell. Stupid Utopias...Phbbt. Stupid Laziness. A better future could be right infront of you, something that requires no work from you, just the deniale of children for the unfit and you wouldn't want to take it...Wow...

P.S I think I'll take my leave again, maybe I'll post again in another 2 or 3 weeks.

My thread starter was really about ensuring that parents to be get the training and learning they need prior to having a child. I in no way intended to suggest that genetic discrimination become legal.

The main rational for this position is that requiring genetic discrimination amounts to bigotry and can lead to an even worse situation than we have now. The film "Gatica" comes to mind and that I think is scarey.
However if "would be" parents were required to get a "diploma" in parenting prior to becoming registered or licenced to have a child I would be all for it.

Maybe a 6 month course that teaches the up and down side to having children. Teaching fathers about shared responsibilities etc. How to cope with a disabled child, or children challenged with the various problems that children have.

An extension to the neo natal courses that are currently run possibly

How would it be inforced? On delivery? People would try to have kids at home then and die from complications. Would you have police officers carding pregnant women?
You're imposing a rational solution to a problem that is generated when people's inhibitions are down, when their acting irrationally.
It's still a good idea though.

Of course this is a very valid point. How would you go about implimenting such a scheme?

Any reward based system would be deemed discriminatory and fail the people who need the most help. etc

Maybe the only way would be to offer this training as part of a highschool ciriculum?

or create a state of encouragement to promote a better parenting outcome.

If we assume that most pregnancies are in some way planned I am sure persons would if suitably encouraged attend these courses.

But of course licensing and registration would be out of the question...thus defeating my thread topic.....hmmmmm......
possibly if it was reward based and persons who are already pregnant can be offered registration after completing the course before delivery as part of neo natal.

The idea being that by the time the child is born the parents are better equiped to handle parenthood.

I am sure if the great minds got together they could figure something out.

But you're talking about putting rules and regulations on child birth (a "God" given right), I think that would rub a lot of people the wrong way and maybe cause more problems then before. Think about it, who is gonna make the judgement on if a person has the right to have a child or not and how. I will admit though taking course on "proper parenting" isnt a bad idea if it could be inforced.

Admittedly the thread starter was poorly worded. For this I apologise.

To put unenforceable rules and regulations on child birth would be ludicrous and also unethical.

If you take certain driver's education courses in PA before you get your driver's license, you get a big reduction on insurance. What if you could get a parenting diploma that would give you discounts on baby food and care items. This would of course raise taxes because someone has to pay for the classes. I wouldn't mind paying a little more to make children better.

So basically the ends justify the means. what would u do if you were deemed ineligable to raise children?

BTW: Do u realy belive that utopia can be aquired just by an inforced "birth and parenting control"

The simplest solution: All people should be born sterile. Since humans enjoy sex so much (but not the outcomes of sex), they could do it as much as they wanted to, if sterile. Then, if they really really wanted to have a child and also comlied with certain material (and possibly mental) standards, they would go to a clinic to make them fertile.
This of course, is not likely to happen.

    ***
According to the statistics printed on a contraceptive product, in America, 50% of all pregnanices are unwanted, and 2/3 of them end in abortion. 1/6 of all children are unwanted. Makes one wonder.

    ***
Another solution is that people become more responsible for their actions.
Usually, people have sex and hope they wouldn't get pregnant.
As if having sex and making babies are two completely separate things that have nothing to do with eachother.

So it's either accepting abortion as something normal and natural (since contraceptives aren't to be depended on) -- or have sex only if you are sure you want children.

Thats one hell of an idea except for the "certain material" part. What certain material would they have to comply with?

So we are all agreed on what the right way to raise a child is?

I don't think so- good parenting is learned through having good parents, or through experience. Some basic things could be done, like the process one goes in adopting a child, having character references, adequate income ect... but I think its too much like big brother for anyone to agree to it.

Then again, there is such a thing as a marriage license, wouldn't that qualify as a license to have children?

The point is to encourage people to learn how to be better parents.
