Apparently, it is a person with unusual features who is being mocked "merciless". Ming the Merciless is a character from the 50's sci fi comic "Flash Gordon". It's an adolescent need to deride others in order to feel strong. A sign of weakness, really.
A minger is a large furry Scottish animal made famous in the little-known Antivivisection Games held in Scotland each year.
