assuming they have the public support and competent leadership
why would they choose to not lock down ?

have any ounce of support for a vaccine that is going to be lethal for a % of people

is supporting the loss of life of people as an inevitable action

build field hospitals and quarantine facilities.

I wouldn't call taking the vaccine the best scientific advice after having seen the deaths and injuries it has caused.
