They *must* drive pilings into solid bedrock.

Pretty much. Limestone is one that's unsuitable and some sandstones can also be under the right conditions.

Can Shotcrete be used to strengthen any kind of base for any size building?

No, it's not very effective for that.

Couldn't find any info on what the Burj is built on. Being in the Middle East, sandstone would be a first guess.

    Do you happen to know?

No, I actually don't. But as I've already said, sandstone (there are many of them) will work under the right conditions.

I don't build very well when high...I tend to forget key details, and have to go back later to fix them.

Sandstone have tendency to swell in water and leave open pockets were water is held

I'm really glad you said that. I was thinking of using it on one wall of a shower.

ontheleft, you could always waterproof or otherwise seal the sandstone prior to your intended use.

Checking into that. Problem with it is that it will have to be cleaned and re-sealed every 4 or 5 years.

After much toil here is the only thing I could find about the foundation of the Burj.

    http://en.wikipedia.org/wiki/Burj_Khalifa

There may be some sentences missing from that about what the piles are resting on. There is a video that starts out, "First there was only sand."
