Illegal. No, I don't think so.
Not if it is for "Health and Safety"

I was saying earlier that the only negative stimulus which changes behaviour reliably is pain.
Which is why you need to give positive feedback if you can.
The people at that disgraceful school are disciples of the psychologist B F Skinner.

It is an interesting link. Read it.
People spend $220,000 per year to send their children there.

Sometimes we have bosses who want more than the proverbial "pound of flesh" out of an Employee.....
There needs to be give and take on both sides, and no boss should have the need to instigate any system similar to what is proposed here.

You are right. But imagine an experimental (impossible?) business managed only by staff, the informal meetings could reach an intolerable level.
Because my absolutely skepticism regard psychology, i give the impression of being offensive. But I feel the deep nature of human mind is overwhelmingly mysterious, inscrutable, thus completely impredictable. And you tend to give superficial psychologycal arguments to my questions.

Have you any posible solution for this question?: employees who could secretely delete e-mail requests.

I agree. Setting up cameras is turning the workplace into a kind of prison.
If they are ultimately unwilling to do a fair day's work for a fair day's pay, get rid of them.

    Are they meeting their targets?

More men waste time at work (69 percent) than women (62 percent). Workers in the 26-to-35-year-old age group topped the list, with 75 percent wasting time each workday, edging out 18-to-25-year-olds, while workers 56 and older waste the least amount of time.
