I'll list some things I remember from it. 1) Dragonflies are man's new best friend. 2) Ur-humans are rehabilitating the earth. Some crazy computer(or something) had sucked all the water up and was hiding it. 3) Ur-humans are almost basic human stock, the main characters in the book are some superhuman things. 4) There was something about spending 1000 years mastering an instrument. 5) The main character was young (less than 1000 years) when he decided to change THINGS 6) The book is split into a couple sections, the first being the super-human, second being the ur-human perspective. I can't really remember any more. Maybe something about the ur-human embarking on some journey because the superhuman saved her(i think) from some kind of attack on their eco project. Any help would be much appreciated.

Oh, sorry one more item. I read the book in the early to mid nineties. Thanks, that sounds similar, maybe I should also mention it was distant future "hard" scifi?
