The dollar will simply be devalued, like the yen was decades ago. Or, the US can go back to being a republic, instead of an empire that needs to spend almost half its tax revenue on the military. If you removed the truly colossal military spending, the US government would actually be very wealthy, instead of being over 8 trillion in debt.
President Bush has about 18 months left before his term expires. I doubt that his negotiating skills and suave diplomacy would convince Canada or Mexico to join in a new monetary system so soon. America would not be able to just drop ~$9,000,000,000,000.00 in debt overnight.* Not to mention that the United States is not particularly effective in direct action at the moment. This super-highway sounds interesting. There are already highways that span the length and width of the nation, continuing into both Canada and Mexico. I don't know how they plan to finance these contracts, especially for systems like "the new 'SENTRI' system." Edit: I read President Bush's speech in February 2007 about budget management. His speech is in the link below, and in between laughter, you might find that his approach is not directed toward any policy such as you described in your first post. It all forms a solid conclusion as to why it was not previously considered. The rest of the paper discusses future agreements and why a stronger demand for such a currency is emerging. Part 3.5.1. entitled "What Are The Options?" is on page 46 of 98 in the PDF, where your idea is discussed on page 45 (48 of 98 - PDF). Following that is their hypothesis in section 3.5.2., stated as: "If floating rates are abandoned, a single currency exists as the only realistic long-term option for significant monetary integration in North America."
It will be owned - or leased long term - by a Spanish corporation. The US taxpayer will finance the construction and use eminent domain procedures to obtain the land, and will guarantee a certain revenue stream (if the tolls don't match projections, the US taxpayer will make up the shortfall ). There will be very few ramps on or off - the main purpose is to provide a conduit for Chinese maunufactures into the US that bypasses the major US ports on the east and west coasts. The Whampoa Corporation of China is expanding Mexican port facilities in anticipation. The Customs and Entry port will be either Kansas City or St Louis, I forget which. The eventual destination is Winnipeg on one branch and the east end of the Great Lakes on the other.

I would love for there to be a one world government but I shudder to think of 2 or 3 major unions and what that will mean for the little people.

And the supermarket strikes about to happen? I don't know of one single person who voted for it (all Ralphs and Albertsons in Ventura and Santa Barbara Counties), yet the vote was over 90% in favor of one. What the hell they using, Diebold machines? Almost everyone basically said they can't afford another and are gonna quit if this happens again in such short time. Isn't one of the steps to fascism getting rid of unions? Time to replace all our usual workers with more migrants from Mexico that will only accept the Amero to buy food.
