That wouldn't work, they'd just lie or wiggle their way out of it somehow. It would be best if we just shot them at the first sign of the dreaded disease "liberalism". That would also help the over population problem on the east and west coasts ....probably about half of the population in those areas would be shot before dark on the first day of the new law. A liberal is a person who wants to use your money to help those that he thinks needs help ....as long as he can keep all of HIS money intact. A liberal is a person who thinks that money just appears in the hands of government, thus needs to be spent quickly in order to empty their hands to catch some more money falling. I don't know if it's a matter of "stupidity". I tend to think it's more a matter of being uninformed, which is an altogether different beast. In my experiences being around politicians, they do things like this bill because they know the majority of the American people will never find out about it, no matter how loud the media crows. The rank and file just don't have the time or the inclination to follow the brutal day-to-day game of politics that closely...

The Dems are in two groups: Beltway and new blood. The new blood has neither seniority nor a majority of the votes. The Beltway is spineless. They've been beat up so badly in the poisoned US political climate they don't know how to take a stand. The best of them, Wellstone, got killed in a plane crash, and Feingold is just one guy. Nevertheless, if the worst we can say about the Dems is that they haven't managed to roll back the thirteen year Republican trashing of sound governance they inherited, using their one or two vote nominal majority and no executive or judicial support, in less than six months, maybe they aren't doing so badly after all.
It doesn't matter whether or not the GOP conducted itself in whatever way. Liberals are supposed to conduct themselves better. At this point, we must wait and see what the final bills bring.
