    US: Anti-Semitism Monitor Assumes Post

    Secretary of State Rice swears in Gregg Rickman, son of Holocaust survivor

    US Secretary of State Condoleezza Rice on May 22 administered the oath of office to the Department of State's first special envoy for monitoring and combating anti-Semitism, the State Department said in a statement.

    Gregg Rickman, a former congressional staff member who helped investigate the United Nations Oil-for-Food Program and the retention by Swiss banks of assets belonging to Holocaust victims and their heirs, assumes the position, which was created by the Global Anti-Semitism Review Act of 2004.

    Rickman, whose father survived the Nazi Holocaust, that murdered 6 million Jews along with Poles, Roma, homosexuals and others deemed undesirable by the Nazi regime and its allies, linked the prevention of anti-Semitism to the cause of freedom and democracy.

    "If we have learned any lessons from the past, it is that anti-Semitism left unchecked results in disaster," he said.

    Shaped by Senator George Voinovich (Republican of Ohio) and Representatives Christopher Smith (Republican of New Jersey) and Tom Lantos (Democrat of California), the act mandates a one-time State Department Report on Global Anti-Semitism and subsequent inclusion of information about anti-Semitism in the department's annual reports on human rights and on international religious freedom.

    According to the statement, recent years have seen an upsurge in violent anti-Semitic incidents and in the dissemination of anti-Semitic propaganda, including The Protocols of the Elders of Zion, a 19th century forgery positing a Jewish conspiracy to control the world through perversion of traditional social and political institutions. Television stations in some parts of the world have broadcast series based on the Protocols, while Mahatir Mohammad, former prime minister of Malaysia, told the Organization of the Islamic Conference on October 16, 2003, that Jews "rule the world by proxy."

    After signing the Anti-Semitism Review Act into law, US President George W. Bush on October 16, 2004, pledged that "this nation will keep watch; we will make sure that the ancient impulse of anti-Semitism never finds a home in the modern world."

    Rice echoed this sentiment in remarks preceding Rickman's swearing-in.

    "More than six decades after the Holocaust, anti-Semitism is not just an historical fact, however. It is a current event," she said.

    "Defending human dignity means defeating anti-Semitism," she added.

    New Law Contains Key Smith Amendment to track anti-Semitic acts

    Washington – Chairman Christopher H. Smith (R-NJ) hailed the signing by President George W. Bush of the Global Anti-Semitism Review Act of 2004 (Public Law 108-332). Chairman Smith worked with Senator Voinovich (R-OH) and Congressman Tom Lantos (D-CA), a holocaust survivor, to bring the bill to fruition. The Act will increase U.S. efforts to combat anti-Semitism through the establishment of a monitoring office, new reporting standards for acts of anti-Semitism both here and abroad, and the creation of a one-time global report on anti-Semitism.



    “I am very pleased President Bush took concrete action against the evil of anti-Semitism and signed the Global Anti-Semitism Review Act into law,” said Rep. Smith. “I appreciate the President’s words that ‘This nation will keep watch; we will make sure that the ancient impulse of anti-Semitism never finds a home in the modern world.’ The unwavering support from the Bush Administration on this issue has greatly aided our efforts to fight anti-Semitism across the globe.”



    Smith had introduced H.R. 4214 as the companion to the Global Anti-Semitism Review Act, S. 2292, authored by Senator Voinovich. Rep. Smith successfully included an amendment into the measure to strengthen the new law, so it will now require: annual reports on acts of anti-Semitism including acts of physical violence and harassment against Jewish people as well as acts of vandalism against Jewish community institutions; creates a new Office to Monitor and Combat Anti-Semitism in the U.S. State Department; calls for appointment of a Special Envoy for Monitoring and Combating Anti-Semitism and enhanced the reporting requirements. The President signed the law into force on Saturday, October 16.



    “Realizing now is the time to act, Senator Voinovich, Congressman Lantos and myself worked together to further strengthen the Global Anti-Semitism Review Act,” said Rep. Smith. “Working in concert with their offices, we amended the text to add mechanisms to improve and strengthen the ability of our government to combat the evil of anti-Semitism.”



    “The new Office will track anti-Semitism worldwide, reporting on incidents of violence against Jews or Jewish institutions, government responses to violence, private and governmental propaganda, and efforts to promote anti-bias and tolerance education,” explained Smith. “Anti-Semitism can strike anywhere and at anytime. The Special Envoy will be able to shine the light of truth into dark places around the world that foster or permit anti-Semitic hate.”



    Smith’s measure establishes additional requirements for reporting on anti-Semitism when appropriate in the State Department’s annual reports to Congress on Human Rights Practices and International Religious Freedom. These standards parallel the areas covered by the Office, enabling U.S. embassies to more thoroughly and consistently document acts of anti-Semitism.



    The Global Anti-Semitism Review Act maintains the one-time State Department report on global anti-Semitism mandated by S. 2292. Setting a benchmark for individual countries around the globe, the report will compile, country by country, the number of acts of physical violence against Jews or vandalism of Jewish community institutions, as well as government responses to such actions. In addition, the report will detail steps taken by governments to protect the religious freedoms of Jewish people and describe governmental efforts to promote anti-bias and tolerance education.



    Chairman Smith has been a tireless advocate in the fight against anti-Semitism. In addition to this Act, over the past three years, he has introduced three congressional resolutions condemning anti-Semitism, as well as introduced three resolutions denouncing anti-Semitism at the OSCE Parliamentary Assembly which were all unanimously passed. Mr. Smith convened two Helsinki Commission hearings in Congress specifically on anti-Semitism to highlight the violence and to search for answers. He also participated as Vice Chairman of the U.S. Delegations to the OSCE conferences on anti-Semitism in Vienna and Berlin, as well as sponsored three international parliamentary forums on anti-Semitism in the OSCE region.

    Bah, your link doesn't work.

    That looks kinda serious. I'm all for stopping hate speech but they'd better not tangle with free speech :bugeye:

    And I hope they create an envoy post to monitor other bigotries should the need ever arise. Then again, I hope the need doesn't arise...

    If you don't have the right to offend me then you don't have free speech. If the truth is hate, then hate is the truth. The only reason to suppress free speech is because it is true. If you want to know who is in command, just ask who it is you cannot criticize.

    Get thicker skin, don't try to censor others.

    Ah, but there are ways and means of offending someone without starting a lynch mob.

    One way (or mean) is to stay away from mobs in the first place. This isn't compulsory; you have freedom of association. However, if the people you associate with get violent and the police trace back the violence to a central cause, that cause will (in the U.S.) have its ass sued off. Such apparently happened to the K.K.K.

    On the flip side, the K.K.K. now models itself as a friendly neighbourhood organisation and sues the ass off anyone who say it's still racist. Such is litigation.

    Now that I agree with. There are certainly N.G.O.'s that monitor such bigotries, but not government envoys. The U.S. should rather have appointed a general bigotry monitor I.M.O.

    Yes, but this "conspiracy" isn't something that is new or has just started. It's been going on for thousands of years. Surely there's good reason for it. I know, for at least current times, excluding Jews as a whole and merely referring to Israel, their actions speak for themselves.

    I'm not one to jump on bandwagons so I don't have a thing against Jews as a whole, but I do highly dislike Israel for the actions they've done since the creation of their state. This is no different than some people here disliking Iran for similar reasons. Oh, wait, Israel is different as they're nothing but a state full of victims.
