Probably not until you reach 20 posts. Then you can start your own thread, clicking the poll button. After you post the thread, you will have the option to enter the poll questions and post the poll.

I think there are usually more reasons not to make a poll than to make one. On my beat as a cop, I will be critical of polls that are not even remotely scientific, and/or are not conducive to intelligent discussion. /slightly-insecure moderator warning to the crowd
Create one in Whirled Events and we'll see if it survives. I'll give you 2 free shots in the next half hour without demerits. You also have the mercy of good discussion to fall back on, and there are doubtless scientific means to that pursuit also.
For the 1% of future pollsters who won't abuse the power, scroll down when you create a thread to think, read, and comprehend your options. Before posting a thread with or without a form to fill out of which most people have quite sufficient.
