Cost-benefit ratio. It costs pennies to send out a million emails. If 1/100th of a per cent actually click on it, it pays for itself (whether or not they follow-through). And it's the advertizers who are willing to pay the spam factories those pennies.
And the businesses expect people to start a financial relationship with based on an intrusive, annoying, and usually unwanted advertisement that epitomizes the bottom-feeder culture that infests the internet.

Opportunistic human nature and exploitative business practices do not go away - or spring into existence - because of any new technology. The internet did not invent spam. Nor is the internet immune to it. Knowledge is power. The internet is a quantifiable advance in global communications among humans, which is not a bad thing, and takes us one more step toward a globally-connected culture.
