God, of course, could create any number of souls. Suppose he has already created, say, 200 billion souls, well by tomorrow morning, he will have created some more. Because he has infinite power and infinite resources at his command and plenty of time, he could create an infinite number of souls. However, the world is finite. No matter how many souls are actually planted in the world, that number will always be finite. A finite number is always a lot smaller than an infinite number. In fact, an infinite number is infinitely bigger than any finite number. It follows immediately that an infinite number of souls will never get the chance to go to Heaven. Many people think the holocaust was bad and malaria is worse, but this is infinitely worse.
The solution to your apparent dilemma is that, no matter how many souls are produced, there is no reason why every one of them wouldn't go to heaven.

If God had created an infinite world, something well within his capabilities, then he could have planted an infinite number of souls in the world, all in one go. All of those potential souls never had a chance to experience the joy of Heaven. He didn't do it. He chose a finite number - the lucky ones. All the others got no chance. It's a form of contraception by God, which, as we all know, is an anathema to the Holy Church.
You have finite memory, even God. If God tried counting to infinity he would run out of numbers and eternity would end.
What does a finite world have to do with Heaven? Why wouldn't there be room for an infinite number of souls in Heaven?
